Faculty Benefits Committee Meeting Minutes

October 26, 2009 9:30 – 11:00

 

Present:   Bettina Cothran (chair), Wayne Book, Richard Dagenhart, Chuck Donbaugh, Dave Millard, Sharon Ray, Barry Sharp, Teresa Snow.

Minutes from 9/28/09 were reviewed and approved.

 

Open Enrollment Update—Sharon Ray

Open enrollment starts today.  Employees have received a copy of the 2010 benefits enrollment guide in the mail.  The guide pulls all benefits together into one guide and includes a foldout medical benefits option comparison.  This will also be followed-up by an e-mail message, showing the same data. Starting today, employees will be able to call in and speak with counselors to review and make changes to their benefits.

A benefits fair was held on Oct. 21st.  It was well attended.  Counselors were on hand to meet with individuals and review their benefits at the fair.

 

Donated Sick Leave Update—Bettina Cothran

Bettina Cothran incorporated the committee’s suggestions from the previous faculty benefits meeting into the draft and sent it out for review/comments prior to the meeting on 10/26.  Changes include:

A)  The donations will go into a common pool rather than be designated. 

B)  The supervisor of the individual applying for donated leave will be allowed to submit a letter to the review committee.  Questions were raised as to the confidentiality of that letter.  The FBC felt it should be confidential and that legal affairs should be consulted to determine the specific wording.

C)  Wording in the proposal has been changed to emphasize program is for serious medical conditions and that each will be evaluated on a case-by-case basis.

It was recommended that the review committee for donated sick leave should include one member from FBC and one from GTRI for at least the initial six months.

The next step is a presentation to the executive committee .If the executive committee and President Peterson approve the plan, it could be implemented as early as next year.

Chuck Donbaugh stated that he and Joel Hercik would meet next week to discuss funding.  Funding would be through the benefits rate.  However, based on usage reported by GTRI as well as other universities with a similar plan, they did not expect a large number of people applying.

The FBC approved the plan for recommendation to the executive committee.

 

Action Item—Bettina Cothran will send out a copy of the executive committee presentation to the FBC for review.  Chuck Donbaugh and Bettina Cothran will recommend the proposal to the executive committee.

 

Annual Report Update

The annual report was presented last week.  The report and the FBC meeting minutes were approved.  There were no questions with respect to the report.

 

Employee Furloughs Update

Chuck Donbaugh stated that 2 additional furlough days will occur during spring semester.  Those days will be at the discretion of the employee and their supervisor.  Days could be taken in half day increments.

 

Long-Term Care Update

Plan is still to implement a long-term care benefits option in the spring.  A separate enrollment will be offered for this option.

 

Schedule of Upcoming Meetings

Meetings will occur in the OHR Conference Rm (220) from 8:25-9:55 on the following dates:

            Monday November 23rd
