Faculty Benefits Committee Meeting

Present:   Bettina Cothran (Chair), Wayne Book (retiree rep.), Jason Freeman, Debbie Lee, Tommy Little, Dave Millard, Nazia Zakir (New FBC Executive Board Liaison), Teresa Snow, Darlene Wright (Dir. Benefits),

 

 

Absent:   Amy Heron, Stella Richardson.

                

Administration:

 

Minutes from 9/24/12 were reviewed and approved.

 

The FBC welcomed Nazia Zakir, the new Executive Board Liaison, to the committee.

 

Staff Representatives Debbie Lee, Tommy Little and Retiree Rep. Wayne Book agreed to continue serving on FBC.  Bettina Cothran stated that a plan to elect staff members to the FBC was still being discussed.  

 

Darlene Wright: Second Childcare Center Update

There have been some concerns regarding the second childcare center with respect to parking and access to the center director who is working at both childcare facilities.  As a follow up:

            (1) The Director now has a more set schedule at both centers.

            (2) Parking issue has not been resolved yet but steps are being taken to address issue.

Darlene Wright:  Update on Open Enrollment

Fall open enrollment went well.  There was 67% participation.

Approximately 400 people enrolled in new legal plan.

The process went very well, even though most participants waited until the last week to make changes and schedule appts with HR reps. 

Survey through TechWorks indicated three most beneficial communications were Benefits Guide, e-mail, and Benefits Fair.  Most responders thought communications were helpful and timely.  Overall, survey responses were positive.

Retirees Open Enrollment: 

Next year, HR plans to move retiree enrollment to web based system.  Wayne Book stated that some retirees may not be able to do web-based.  HR may need to think about having both paper and web-based option.

Darlene Wright stated retiree Open enrollment went much better than last time.  Phone reminders and mailed confirmation statements helped the process to go smoothly.

 

Wayne Booked mentioned there was a miscommunication about the 3% tax change.  TRS discontinued the discretionary 3% increase granted to members at retirement intended to offset state income taxation.

The deadline was communicated as the end of December, when it was actually Dec. 1st.

Darlene Wright stated she was aware of the miscommunication.  It came through TRS, not GT.

Change resulted in a lot of retirements.

Darlene Wright also stated that retirees have to make their decision to retire before any agreements are made regarding part-time return to work.

Darlene Wright: HR Organizational Changes

HR is in the process of making some organizational changes.            

All business analysts now report to Maryanne Carroll, Sr. Dir. HR

 

HR has hired one senior benefits specialist who starts today.  James Wallace comes to HR from TRS and is very experienced.  He will focus on retirees and those close to retiring.

 

BeNedra Williams is moving to work/life balance.  She will be working on annual calendar with vendors to advertise services.

Other Business Items:

Dental Office Status— Dental office is open and servicing both students and faculty/staff.

 

403B Investment Committee—Meeting was rescheduled.

Action Item:  Updates will be provided in January.

 

Retirees—Wayne Book asked about Medicare Part D breakdown.

Action Item:  Darlene Wright will address at next meeting

 

Wayne Book also suggested increased calculations provided on web, especially for part-time employees.

 

Domestic Partner Benefits—there has been some movement.

UGA is trying to implement voluntary benefits.  Tech and UGA have talked about partnering.  GT already has dental, life, vision, legal, etc.

Family Friendly Task Force—Report has been made to Provost Bras and VP Steve Swant.  Response was very positive.  There will be a December follow-up meeting.

Action Item:  Updates will be provided in January.

 

Donated Leave — Went well.  Over 2,000 hours were donated.

 

FMLA—OHR will be taking over.  Has not transferred yet.  Audit will begin end of Jan to determine breadth of issues.  Athena Jones will be working on this.

Jason Freeman mentioned ASMD (Active Service Modified Duties) program is available for faculty.  Typically 10K coverage.
